Legal Requirements

European Union -  Packaging and Packaging Waste Regulation (PPWR) 2024

The EU’s PPWR establishes mandatory sustainability requirements for all packaging to be fully recyclable or reusable by 2030, with specific targets for recycled content and waste reduction. The regulation applies to all packaging placed on the EU market, regardless of the material use.

Design for Recycling

By 2030, all packaging must be recyclable, adhering to specific design criteria, with minimum performance grades (A, B, or C).

Recycled Content

Plastic packaging must include mandatory minimum amounts of recycled content by 2030, ranging from 10% to 35% depending on the material type, rising to over 60% by 2040.

Substance Restrictions

"Forever chemicals" (PFAS) in food contact packaging will be restricted, alongside strict limits on heavy metals like lead and cadmium.

Packaging Minimization

Packaging must be designed to minimize weight and volume, limiting empty space in transport and e-commerce packaging to 50%.

Reusable/Refillable Targets

Mandatory minimum reuse targets are set for various sectors, including e-commerce, beverage, and take-away, with Member States allowed to set higher requirements.

Labeling and Sorting

Labeling and Sorting: Clear, harmonized labels must be used, indicating material composition and sorting instructions.

Waste Reduction

Mandatory targets for reducing packaging waste per capita: 5% by 2030, 10% by 2035, and 15% by 2040.
